Light rail is a money-wasting boondoggle....
What we need and could do very cheaply is the freeway monorail.Different mass-transit technologies are appropriate in different situations.
I would not categoricly reject light-rail, although it may be inappropriate in the situation that you're referring to.
In other situations, light-rail may be the best choice.
There is no such thing as a one-size-fits-all solution to our transportation needs.
We are best off with as many choices to select from as is practical.

They're primarily concerned about social engineering. Totally agree, with your entire post. HOV cannot work here---it amazes me how politicians can get away with what they do!

In general I agree with you - people are not interested in sharing the ride to work. Everywhere I've lived (large cities with major traffic problems) I've seen the same thing, single occupant vehicles sitting in traffic.
In my job as a traffic engineer, I've reached the point where I have no sympathy for them - they are so quick to complain about traffic (which more roads will not help), but are unwilling to do anything about it.
Carpooling is not the only option - people can use transit (good in some areas, not good in others), see if their employers will let them adjust their work hours somewhat (come in earlier or later, etc), telecommute, or just live closer to work. If people aren't willing do something about it, then they should sit down and shut up...
And keep in mind that more roads means more taxes to pay for and maintain them...

you carpool/rideshare/bus/bike to work? If so, would you continue to do so if it meant hardship (long commute, loss of quality of life). And if so, to what degree?
What pisses off people like me is that they sink oceans of cash on jobs programs for "The Royalty". In the 50's, some engineer with a buzz hair cut knocked out a plan to the current state of the art and the dozers started to roll. That just doesn't happen anymore. You have environmental impact statements (for a ROAD?!) and other twaddle that goes on forever. Any good people who are there to actually do something finds a system that is designed to stop them. The cost per mile of a highway is just outrageous. So, we're killing the planet idleing cars while money that could have been spent on dealing with the problem gets pee'ed away.
Funny thing abou that.
- Ecos make changing the road system impossible through lawsuits, etc.
- Cars site and idle.
- CO, CO2 & NOx numbers rise.
- Gotta pass new laws to deal with pollution
- Repeat step 1.
I can hear it now: "Hahahaha!! Joke is on you. Hope you're having fun in traffic while I lobby to make your life tougher. Hahahaha. Where's my nose ring and WTO anti-corporate sign? Glad people at all levels of government share my sentaments! AAAAHahaha"

Soooo... you guys [local leaders](using the generic you for now) screw up, and
we are supposed to do something? Trust me, anybody who loses an hour of their life a day unnecessarily stuck in traffic would do something about it if they could. Do you think we're all just loving life, watching TV in our cars eating bon-bons?
