Yes, I agree with you the whole fish flush thing is just so much enviro-babble. It is hard to listen to the fish-environmentalists talk about the importance of the fish flush and then say that the Corps barging is inferior. I think the fish flush thing is tied to dam removal to get the flows back to "natural." Having said that the fish flush is a religious foundation of NW fisheries interests.
Because of the power crisis, BPA had to raise its rates significantly to all of its PNW customers. If BPA gouged on the price of power, they sure didn't take any money to the bank as they ended up a net looser. Actually BPA's customers were the financial loosers.
