The problem here is that government forces people to purchase insurance. If one were free to abstain from making a bet against oneself - OOPS, I mean, buying an "insurance policy" - then this would be a moot point. No one could be "forced" to have their insurance premiums to go up if no one were forced to engage in this form of gambling in the first place.
Taxes should not rise to the level of confiscation.
If what's being confiscated is a society's compassion and sense of charity, I wholly agree. Governments do some things well (nat. defense) and fail miserably at others. What's missing is the honesty to admit when monies budgeted are wasted. Private corporations face bankruptcy, public agencies are satisfied with the same appropriation the following year, if not an increase in funding.
