Upon hearing that a friend of mine was coming over, one of my wife's liberal friends said "Is this the Klan member?". I replied, deadpan, "I don't think so. At least I never see him at the meetings". She didn't try that line again
When they're 5, the main people they've interacted with are their parents and other blacks in the family and neighborhood. You were probably one of VERY few whites the kid had seen. He got that attitude from fellow blacks, and the only way to erase it would be to take him away from his Harlem family at birth and have him raised by people of a different culture somewhere else

Howdy, neighbor! Looks like you're talking about the Philly Schools and Mayor Street. I've been following the contraversy. Somehow I don't think the schools were any better under Rendell's predecessor, the Black mayor who dropped a bomb on the MOVE headquaters?
In NYC, the schools were brought under the control of community school boards decades ago, with the result that schools in Black areas were run by Blacks. Didn't seem to help much
I think the Black schools will be in trouble as long as they serve as employment-of-last-resort for Black teachers who can't find work anyplace better.
This is why I prefer abolishing the boards, and having the head of the schools appointed by the mayor and serving at his pleasure. A committee is no way to run an operation. At least with a single person chain-of-command, you have somebody to hold accountable for this stuff
I would say it was more likely employment of the last resort for any teacher, not just blacks.
How many white teachers do you see in black schools? Your friend probably would have left even if the salary was the same, just to be able to park her car and be sure it would still be there at 3pm
