Opponents, including many Hispanics and liberals, have called it thinly veiled racism.

Aw, the Hispanics are unhappy again because they don't like the way we Americans do things here in the United States. Well, as a proud American citizen, I want to say that I don't like the way Mexico does things in their country.

For one thing, Mexico is 92 percent Hispanic. Hey President Fox, where is the diversity and multi-culturalism in Mexico? How come you don't let in more non-Hispanics? Could it be because you and the country of Mexico practice thinly veiled racism?
