Someone was appointed to the committee, by Clinton, to fill out someone's term. Bush has appointed a replacement since the term is up.

However, the chair is saying she won't recognize the new appointee, saying that the person should get a full term and not just the remainder of the term.

Seems to me this would be like any Senator or congressman. If they are appointed to fill a vacant seat, they finish that term and then have to get elected on their own right.
