The FBI warning was recieved via teletype aka NCIC terminal at 3:00PM today and was immediately made available to LEO's in the field.

FBI doesn't use e-mail, they have a computer system that allows them to "burst-send" urgent messages to all NCIC terminals throughout the USA at once.

I imagine the e-mail your friend got was sent by another LEO and it was just speculation. According to the FBI TX I read today this info was recieved by the FBI in the last 24 hrs...
