I'll bet the second. Here is why: If they got it from the Soviets, it would have been present in the Middle East, and used in Israel. The only reason to do an anthrax attack on the U.S. rather than Israel would be if this is where you obtained the anthrax.

Don't forget, here you can just walk right in to our country and get a job as a low level assistant in one of any thousands of labs and order Anthrax strains "for research". At that point, it is better off to use it here than to try to smuggle it back to Israel.

Anthrax would be considered a weapon of mass destruction regardless of how many people it kills. We could respond with nukes and be justified in doing so. Once we finally figure out that the Saudis are not our friends, we ought to drop one on Mecca. They destroy our symbols, we destroy theirs.

Since there have been no cases of anthrax in the US in decades - where would someone pickup the stuff? In addition they say it was man made. In a kitchen with a bunsen burner? Don't make me laugh. This is terrorism, it required a foreign government to provide the product.

Weaponizing Anthrax or other bio is rather difficult. Takes device called a "Bio-reactor." Sort of like a device that cooks up bio then siphons it off. About the size of a 80 cup coffee percolator at a college student union. Cost is about $50K.

Also takes team with extensive training in post graduate bio work. Not a solo op.

Like any fissionable materiel can be traced back to the nuclear reactor in which it was made, they may be able to trace this anthrax back.

Countires capable: US, GB, Russia, PRC, Ukraine, Belorus, Germany, France, Scandanavian, Israel, Iraq, probably Libya and Syria.

Strongly suggest book Cobra Event. Paperback at any large book store. Spells out all tech.

Finally, in weaponizing a bug, you can change charactaristics, so as to make it as catchable as common cold, deadly as smallpox, resistant to drugs, long incubation period, etc.

I think there would be more than 1 place if it was the Bin Laden group. From the get go, I thought this anthrax was man made, but considering the co-ordinated attack on the WTC, Pentagon, and either the Capital or the White House on the plane that crashed, it makes me doubt this was their work as well. Could have been a sympathizer, but... I believe they would have done this to several places simultaneously for maximum effect. Ya do it in one office, it may not work, it could be poo-pooed as a fluke, could be attributed to a lone nut angry at somebody who works there, etc...

Bin Laden's folks would have anthraxed 50 offices with envelopes in 50 states for maximum effect. Sent it to the largest paper in each state. Even if they got just one person sick with each letter, the media effect would be amazing if 1 journalist died in each state.
