all you have to do is look up the Treaty Compliance Agency, also, U.N. Miliitary Exchannnges, Police Exchanges, Science, Teachers Exchange Programs, most of your education in the United States is controlled through the U.N.

But of course, you pprobably do not see this. Just go to your nearest school or your nearest college and see who the professors are and the teachers.

Did the government allow them to go to Flight School? [Does one need government permission to go to a flight school - I don't think so.]

Did the government issue them Federal Pilot Licenses? [Some yes. some no. Again it is a function of government to issues licenses to qualified school graduates. As an aside, I think serious background checks should be done before, during and after graduation (if applicable)]
