As long as we are dealing with reasonable suppositions, the story is that Peter first went to Rome in the year 42. No reason to believe that there would not be a large Jewish colony in the capital. After all, Herod was a personal friend of the emperor and Rome had a large financial interest in the temple, the largest and richest in the Empire. Again that Paul used his right to appeal to Caesar and that he was quickly packed off to Rome shows that travel to and from Italy was frequent.
