I believe the phone system was trashed as well, yes?
While I don't recall anything specifically about the phones being trashed I may not have read that particular article, so you may be right.
However, the revamp that I remember of the phone system was very comprehensive and would have taken more than mere vandalism to have any noticeable, lasting effect. During the installation of the new phone system would have been a much more opportune time to wreak some sort of malicious, long term havoc.
