American's detention in China might cloud upcoming visit

BEIJING -- After 18 anxious months, the family of an American electrical engineer detained by Chinese security agents is hoping that President Bush's upcoming visit to China will help win his release.

Fong Fuming of West Orange, N.J., was detained in February 2000 and accused of bribing officials for secret documents.

His family had previously kept silent about his detention, hoping that quiet appeals might win his release, said Jerome A. Cohen, a New York University expert in Chinese law who is advising the family.

After meetings with State Department officials and congressional staff in recent weeks, the family decided to go public. They believe Bush's visit next month offers "a narrow window of opportunity" to bring Fong's case to the atention of senior Chinese leaders, Cohen said.

Fong worked as a power official in eastern China before he moved to the United States in 1989. He became a U.S. citizen in 1994 and worked as a consultant to foreign firms interested in power projects in China and elsewhere in Asia.

Fong had come back to China to help an American power company bid for a contract when he was detained on Feb. 28, 2000.

The family also is upset at Chinese authorities' treatment of Fong, Cohen said in a telephone interview from New York. The 66-year-old is hard of hearing and nearsighted, but officials have taken away his hearing aid and, most of the time, his glasses, too.

Fong's two sons, both American citizens, "have gone from an attitude of being patient and trying to be understanding to an attitude of being really angered," Cohen said.
