Placing taxes on property (goods and services) sounds like a direct tax to me.

Excise Tax = Sales Tax = Consumption Tax. The FairTax is an excise tax that is uniform.

Recently in a grocery store in McAllen on a Thursday afternoon, I did a personal survey of people going through the check-out line of a large H.E.B. store.
In half an hour on monitoring, fourteen people checked out of the line I was watching.
ONE paid for their groceries with a check!
The rest paid a very small portion of their bill with cash; the remainder they paid for with "government" coupons.
When a lady whose bill totaled $128. paid the checker with a twenty and got back over six dollars in change, I asked the checker to explain what was going on.
She said, "Well, they have government assistance called Lone Star coupons."
Well, I don't have to tell you that didn't make me feel a whole lot better to know that the great state of Texas had lent it's name to the give-away.
I asked her if half the people paid this way.
She said, "Oh, no, much more than half."
I said, "Maybe three out of four?"
She said, "More like nine out of ten."
That seemed to equate with what I had just seen over the last half an hour.
I said to her, "Does this bother you?"
She said, "Well, no, it's government assistance!"
You see, to her and hundreds of thousands of people like her, the federal government has this huge money tree from which the "federal money gatherer" picks the money every morning and distributes it to the needy.

"Accumulated CLUTTER"! If this is the mentality of those who, according to the next statement are 'in the early stages of a general discussion about tax reform', you might as well forget it!
This is the administration, after all, whose leader says he doesn't believe government should take more than 33% of what you earn.
Wasn't it back in '96 or '98 when the GOP made some 'taxpayer bill of rights' changes to the tax code? I believe their 'fluff' added an additional 800 pages to the code.....and anyone believes these consciousless politicians are going to reform anything!
Did the total domination of Alan Keyes in the debates regarding "slave taxes" vs "sales taxes" have a determining factor on the Bush tax agenda? I don't know.
Perhaps Bush felt that in order to implement major tax reform, he couldn't show his hand and win the election. Is he as Sly as a Fox? Could be.
In his speech to Congress he said, "The growing surplus exists because taxes are too high and government is charging more than it needs. The people of America have been overcharged and on their behalf, I am here to ask for a refund."

Eventhough Hastert chose Thomas over Crane [a known NRST advocate] to head the Ways and Means, Bush chose Paul O'Neill [a known NRST advocate] to head the Treasury Department.
