Impeachment and removal does not require a violation of statutory law. Or even constitutional law.
The ONLY thing it requires is a majority of the house and 67 votes in the senate. That’s it.

Tough call. Prosecute before the mid terms and turn them in to martyrs and possibly lose the mid terms, and the 28 election. Or save it until after the midterms (generally the midterms the president’s party loses so odds are the GOPe loses anyway) or save it for the 28 cycle and take down the who,e stinking swamp?
