It’s not enough to spot the trucks, they would have to be tracked, and so would their cargo.
The satellite might see the truck, if it was in the right place at the right time, but the satellite would fly past at thousands of miles per hour.
An airplane could do better, but it can’t be in all the places 16 trucks might choose to independently go.
A truck could pull up to a hypermarket and unload a container which could be carried inside. Days later a person (one of about 10,000 people who visited the hypermarket) could load the container into their car and drive it to their apartment building. Another person could drive the container to another apartment building days later....
The operation appears to have been well-planned and executed.
Therefore, it is likely to have been quite damaging.
SAR only penetrates to about 15 feet though.
I am sure nothing is left worthwhile. Just look at the nuclear detonations underground. It turns everything to pebbles. That was a lot of explosives not to have done the same thing.

Note that Trump’s image shows shadows of a building and poles, so it is likely to be an aerial optical image.

Now, if they are telling us about this type of capability, imagine what the military is NOT telling us and for good reason.
