Good catch. I think the reporter did not understand much, and whoever he went to for quotes did not either. But it is interesting that they believe Iran has the capacity to pursue Plutonium.
I have a vague recollection that the Russians obstructed that approach, too, because they built the commercial power reactor that would be used to generate the spent fuel from which plutonium is harvested.
An aspect of this is nuclear forensics. The nature of the neutron flux from material can identify its source. This is why an explosion could not be source denied — though there has been talk of stolen materials to generate the forensics signature. IAEA is big on this.
