If we are afraid to use our VERY BEST weapons, what good are they? It is supposed to be a stealth bomber and operate in a war within the rules it was designed to operate under. Not hide because we are afraid to lose it.

The second bomb has a more directional blast wave that is aimed straight at the target.
Follow up bombing would target electricity, water, roads, ware housing, and anything else that could assist the Iran military.
