There were two groups, one a bunch of oddball geniuses at Pearl Harbor, and another more Navy establishment set in Washington. The one in D.C. treated everything coming out of the group in Hawaii with suspicion and envy. But the latter were the ones who actually, a'la Bletchley Park and the Enigma Codes, did so much to win the war. Great book, first of a trilogy, highly recommend.
