The m and s “marijuana, smiley face” are pretty straightforward. The cross and skull may be later “cover up” tattoos to cover the “1” and “3”. Perhaps it indicates he wanted out of the gang and tried to cover his tats up. One problem: the only out in MS-13 is if you are dead.
