Well Z-Man, let’s do a little math problem. Ukraine has a population of 40 million. Russian Federation, 144 million. Which bigger? I know it’s probably hard for you, so we’ll give you a minute or two.

It sounds right if you figure he’s counting all military personnel including support units.
The Russians will probably have the bulk of their support personnel - including the Kremlin office staff - outside Ukraine.
You may or may not get a larger number of Ukrainians assigned to combat units depending on what we don’t know, like a different propensity, maybe, for the Ukrainians to use civilians behind the lines.
More details needed.
