Trump might ask Congress to provide his cabinet secretaries the general power to simply terminate up to 5% of their workforces annually without ado.
To avoid being among the 5%, a far larger percentage will perform much better.
It has become clear that much larger percentage workforce reductions are needed at several agencies such as USAID and the CDC. Congress should provide the legal authorization for their federal workforce and spending reduction at all due speed.
