Promotion to captain is by Time-In-Grade. She would have served two years as a second lieutenant, two years as a first lieutenant, and then short of any major Reduction In Forces or screwup on her part, she'd be promoted to captain.
The rank is distinct from the flying hours.
How many hours did she log?
Maybe the White House aide gig was a part-time thing.
Those jobs are almost impossible to come by.
She has to be politically connected.
Or connected to a major donor.

I worked in uniform for NY State's Correctional Services. I took the Sergeant's exam in 1984 when I had four years on the job. It took me five years after that to make Sergeant (1989), but that was because on the Sergeant's exam I took, the State decided to give extra points to the minorities, so I saw blacks and hispanics promoted ahead of me that had gotten a lower score. And it gave them an extra advantage when the Lieutenant's exam came around. I wasn't eligible to take it when they did. I'm a white female, and there were far more black and hispanic female officers and supervisors in downstate prisons at that time, so us white folk got screwed all the way around.
But in the end, I got even. The State decides your monthly pension amount based on the calculation that you won't live past 15 years after retirement. I took a reduced pension for the first 15 years, so in case I died during that time, my two sons would split what was left in my fund. My fund money ran out after 15 years, and I just started my 22nd year of retirement. The State still has to pay me the same amount with COLA increases every year. And even better, the State reimburses me my Medicare cost every month.
