They may be looking to minimize the ability of the HR establishment at OPM from frustrating the hiring freeze or other such things. Despite the hiring freeze, people have been getting notices that they didn’t get jobs for which they applied. The old guard in the federal bureaucracy is protecting itself from change. Limiting their power to do so is a key goal for Musk and DOGE.

I would like to see Musk whittle the Federal Personel level down greatly. We know only about 20% actually do the work most others do not do that much. I see no reason we can’t reduce the work force by at least 50%.
