Well, it’s pretty obvious already that it was the Army and ATC that screwed it up. The jet was exactly where it was told to be, in a left banking descent. The helo was slightly lower and off to the jet’s right, essentially under the belly of the airliner and impossible to see from the cockpit. The jet crew was not warned, but the 60 was and said they had visual contact.
None of that is the fault of the jet crew.
I want to hear a theory of what the jet crew did incorrectly or any evidence of an ATC or on-board warning they ignored.

He didn't identify where the CRJ was. That's SOP. Clearly you can see other aircraft in the area. The CRJ was told to turn into the path of the helicopter and was executing that turn. The belly of the plane was facing the helicopter.

Sounds about right the plane was doing everything right but the helicopter came outta no where it’s the fault of whoever was flying that copter
Probably a misstatement on your part, but the CRJ was cleared for landing on runway 33.
The 33 runway apron actually extends out into the river there & should be lit up like a Christmas tree. i.e. something to avoid if you’re not landing there

The collision could have been worse. Note the large white colonaded building in the background and the houses in the foreground, along the shoreline. The white building is the Bolling Air Force Base Officers/all ranks Club, while the houses in the foreground are part of the base’s family housing. There are 2 or 3 streets of family housing between the shoreline street and the base exchange (PX) and commissary just east of the houses. Thankfully the route up (northward) the Potomac diverts from over I-295 at the Navy Housing area on the south edge of Bolling to over the river itself.
Info gained from 30 years working on Bolling AFB, Ft. McNair, & the Washington Navy Yard and driving I-295 nearly every day.
That doesn’t seem strange to me. Sounds like ATC did not know the helo was involved in the crash and was trying to get them out of the area.
They of course, got no answer.
What was the helicopter doing over the center of Washington anyway? If it was on some excercize from Fort Belvoir, why not fly over rural or suburban Virginia?

To me, that is a huge question. This airport shuts down (at least scheduled flights) at night. Why not do the training a couple hours later? Or was the military complying with a restriction on hours of noise just like the airport does?

That’s a male voice on ATC, not the female voice on other ATC recordings. The male voice says “return to base” which implies military ATC.
It looks more and more like a suicide mission.
The helicopter flew right into the plane. There’s no question.
Almost certainly this will be the case..
It’s highly unlikely that a passenger jet on final approach was not where he was supposed to be.
Most likely the helicopter was in the planes flight path.
Is this 100% certain? No, its not, but it is the most likely thing that happened.
Time will indeed tell.
