Recess Appointments Made by President Barack Obama
President Obama made 32 recess appointments, all to full-time positions. During his presidency, President William J. Clinton made 139 recess appointments, 95 to full-time positions and 44 to part-time positions. President George W. Bush made 171 recess appointments, 99 to full-time positions and 72 to part-time positions.

Each job has certain privileges. Senators trade their votes. I’ll vote for your candidate if you give me X. No X, no vote. What the senators are saying is, hey, you’re taking away my perks! (In essence, what we learned about how government works in seventh grade civics was...uhm...fanciful, at best.)
If Trump had planned on making appointments without Senate approval, then he should never have said anything about it.

Recess appointments to prevent a vote - as opposed to recess appointments when the Dems are deliberately delaying votes - are bogus. If there are a majority of Senators who want to vote no, then it’s a no and you move on.
