The story said it was on Speedway near midtown. 71 is a bit brisk, true, but 50 to 55 is merely keeping up with traffic. I was driving on Speedway a little east of there only this afternoon. It’s just not the same since they took out the suicide lanes some years ago.

If you are running out of gas (or charge), you should slow down as much as possible!

At higher speeds, car uses most of its power to overcome air resistance. That goes up with the square! of speed.
I actually performed my private test by driving the same freeway at 65 mi/h and 75 mi/h by truck, for very long distance. The gas consumption increased very substantially with higher speed, by good 25%.

Unfortunately, psychologically, many people seem to speed up when they are running out of gas, somehow hoping they can outrun the inevitable?!
