Attacks on civilians don’t make countries surrender, they just make them fight harder

Terrorists don't think that way.

terrorist acts are meant to do just that, terrorize the population, and hope that the population will make their leaders change their policies. People don't want to be the victims of terrorism, and so, Al-Qaeda and ISIS and Iran and Putin, want to terrorize people into a surrender of one kind or another. Ukraine is being terrorized, and Putin is going to keep it up until he is stopped. Iran and Hamas will continue their terrorism until Israel is wiped off the map.

The only solution to terrorism is to eliminate the terrorists. Israel has the right idea, while others are sympathetic to the terrorists and will come up with all kinds of excuses to rationalize their support of the terrorists.
