One of the things that few commentators have noted is just how insane Chevron has been from time to time. You can have an agency making purely political decisions that completely contradict, up to a 180 degree about face over the span of just a few years with neither regulation having much of anything to do with the law itself. The EPA is notorious for this crap, as are rogue agencies like the faggots at BATFE. If the law can change overnight there is no way for businesses or individuals to plan.
