How about a sheriff’s posse??l you can own AR 15’s bought at dealer price & the sheriff let’s you use their range to Zero said rifle& qualify by shooting for score graded the way the armed forces grade shopping scores. Also make mandatory training in first aid CPR aed for first responders make special efforts to recruit equipment operators volunteer fire fighters.they can be a form of home guard/Civil defense Corps here in Nebraska I have seen Blizzard’s, prairie fires,thunder storm s that spawn tornados ,& tennis ball sized hail!
