Without congressional approval, I don’t see what obligation a president Trump in 2025 would have to honor this “deal,” anymore than Biden listened an any Trump executive order.
One Congress cannot commit its successor to expenditures by legislation, AND - the Commander-in-Chief of the Army and the Navy is in charge if the disposition of forces.
If Congress believes they can order a serving officer to do something, or not do something, against orders from the C-in-C, well, what can anyone say about that?

And it won’t be.
I hope you are right, but I also called my senator telling him that if they do do a ratification vote, he should vote no. It really is difficult to get 67 votes in the senate.
