Well, if Russia has something completed and actually producing, they are ahead of massive US efforts where giant federal subsidies can’t overcome a basic lack of competence and capability.

And just for military production, the latest and greatest chips for gaming or AI or minaturized devices is not necessary. What’s needed is high volume, low cost and durability and multiple locations and redundancy for when the factory gets bombed.
