NGOs are the method through which CIA conducts funding and subversion operations around the globe. The advantages are 1) it avoids congressional oversight and prohibition on funding or particular operations and 2) it is (or was) excellent cover for operatives.
Countries all around the world are wise to this, and are kicking out foreign-funded NGOs.
By the same, the same process works just as well for influence operations in the USA also.
By vetoing this, the Georgian President has revealed exactly who she is.
The Empire demands that the little countries follow along how dare they pass a “foreign agents law”.
