So what happens to the Massachusetts residents on November 5 who drive to New Hampshire to vote? Do they have to pay the toll when returning to Massachusetts, or are they exempted if their driver’s license shows that they live in Massachusetts?

That is the crazy Massachusetts Secretary of Transportation. This isn’t going to go through because there are many different ways to get into the state, so it would be easy to get around tolls.
I suppose it might be possible to put up more toll booths on major roads, but discriminating between state residents and non-residents would be unconstitutional.
Putting an E-Pass or EZ-Pass or I-Pass device in every resident’s car would be too expensive and likewise unconstutitional, if intended to penalize out of staters.
For the record, Massachusetts charges tolls on the Massachusetts Turnpike (I-90). New Hampshire and Maine also have toll roads. Connecticut used to.
