“Mistakenly leaving ballots out” should be a crime in and of itself. Certain people have a legal duty to present the ballots cast by the deadline. If they screw up, they should be criminally charged - just like we are when we have legal duties but screw up.
Also, these ballots should be counted separately. Are they statistical anomalies, or do they actually look like legit votez?
