But he knew what he was doing, 8 years ago. Although never particularly smart, Biden was at least cognizant enough 8 years ago, to know that he was breaking the law. His current mental state doesn’t change that.
Hur is trying to conflate two separate issue - proving Biden’s intent, and convincing a jury to convict. The evidence of intent is overwhelming. Whether Hur could find a jury that would convict, especially in D.C., is a separate issue..
