One way to cut down on the fear is announce those who apply for self-deportation will get free passage, an air conditioned train or ship ride south of the border, be able to claim back wages from crooked employers, and maybe even have their record expunged so they can apply to come legally next time.

But this offer is limited to the first 50,000 applicants. The second 50,000 will get a slightly less attractive offer. And they will become increasingly less attractive.

If an employer can't get along without an illegal hire, they can offer to pay fines and sponsor them. Put their money where their mouth is.

IOW, have immigration laws and enforcement that most sane countries in the world such as Singapore, Australia and Japan have in place . . . a legal way in for those who are going to be beneficial to the country; a speedy exit for those who are not. It ain't rocket science.
