Another item says that the Republicans are going ahead with caucus after Nevada passed a law that mandated primaries. Candidates in the caucus cannot appear on the primary ballot.

Yes, it’s up to the parties how they choose to allocate delegates. They might be mandated to have a primary but can still allocate delegates using a caucus.
