My understanding is that the Supreme Court ruled that the US government has ultimate control over the border.
But in realty the feds are not controlling the border and are allowing an invasion. The Constitution allows for states to defend themselves from invasion if the fedgov does not do their job.
The USSC did not rule on that issue.
