How appropriate ... looking back at all the Gov’t rules and supposed programs to “help” black Americans out of poverty, and look at where we are now.

This is a prime example of how Gov’t actions only exacerbate a problem and never fix the problem that the legislation was created for. But, as we all know, that is not the what the legislation is suppose to do, but to keep a certain portion of the population dependent on the Gov’t (enslavement).
