Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined under this title but not less than $10,000; and shall be incapable of holding any office under the United States.

Foreign States who are our enemies needs to be specifically defined by our Congress so that employing a charge of Treason against people can be conclusively done. For example, if Iran is on the Treason Enemies List then Biden would be automatically guilty of Treason for sending them 10 billion dollars.
But in the 1991 School Ties, the mean anti-Semite boys said that Harvard was full of “Jews and Communists”. I guess it still has the latter, but they seem to have an aversion for the former.
