You only need an FFA if you are setting gun as a business venture. Basically selling more than a certain amount in a set period of time. Selling a single gun is permitted without any license in almost all states.

A “Straw purchase” is one person buying a gun for someone else to actually posses, (Usually someone who is legally prohibited from owning a gun) thus allowing the receiver of the weapon to avoid paperwork and legal requirements.

Stolen guns are used in crimes more often that any other method of acquiring a gun.
When did the sherrif’s department start selling guns to buy back? They didn’t? Then how can they buy the guns back? These half-wits should buy a brain.
They did not do a "buyback", nor offer to do one.
The Sheriff is investigating, for possible prosecution, the Private Nonprofit that DID a "buyback" on the street without proper licenses or paperwork.

Yes, I do understand these things and I also understand the correct solution includes 1.5-1.75 pounds of force applied to a trigger.
