Each of those tubes is capable of launching a Kalibr Cruise Missile.

Kalibrs have been a serious threat to Ukraine, with a long enough range to hit the whole country with a 1,000 lb (or nuclear) warhead. They have been used extensively to target Ukraine’s cities and electric grid.

Some types of the cruise and long range ballistic missiles that were fired at Ukraine are no longer in production, and remaining inventories have declined significantly, but the Kalibr production line is still in operation, making its launchers more of a near term threat.

Targeting Kalibr launch platforms (like the Kilo class submarine Rostov on Don, recently destroyed in dry dock in Sevastopol) has been a high priority for Ukrainian forces.
