Yes, they did, and I remember noticing an uptick around 9/11; but Obama took it to another level with a HUD relocation policy introduced in 2013 and implemented thereafter. I need to review what I have on this, but a quick recap:

Today, HUD Secretary Julian Castro announced the finalization of the Obama administration’s Affirmatively Furthering Fair Housing Rule. A front-page article preemptively defending the move appears in today’s Washington Post. The final rule is 377 pages, vastly longer than the preliminary version of the rule promulgated in 2013.
AFFH is easily one of President Obama’s most radical initiatives, on a par with Obamacare in its transformative potential. In effect, AFFH gives the federal government a lever to re-engineer nearly every American neighborhood — imposing a preferred racial and ethnic composition, densifying housing, transportation, and business development in suburb and city alike, and weakening or casting aside the authority of local governments over core responsibilities, from zoning to transportation to education. . .
The recent $5 million infusion will promote “a comprehensive approach to transforming neighborhoods struggling to address the interconnected challenges of distressed housing, inadequate schools, poor health, high crime, and lack of capital,” according to a HUD statement. Los Angeles California, Lewiston Maine and Philadelphia Pennsylvania will receive the biggest portions, $1.3 million each. . .
Main is pretty lax about firearms as Daily mail reported:
Maine has a fairly high level of gun ownership, and relatively lax laws: Roughly half of its households have firearms, according to research cited by Maine public radio last year.
There is no independent background check system, no red flag law to identify those at extreme risk for gun violence, no requirement that convicted domestic abusers turn in their guns and no permit requirements for concealed weapons.
Card, as a certified firearms instructor, would have had no problem in obtaining weapons.
Looking at the guy entring inside the Bowling Ally with his gun pointing.....makes you wonder what you’d think if you saw him coming in toward you......

This leap wouldn’t have been hard to make.
If nothing else, his family should’ve had red flags.
We had a fam member who started losing his mind. He owned a lot of guns. Started abusing his wife who was a teacher.
The first thing we thought of when he started acting crazy was his guns & what we could do.
That wasn’t a personal attack. It was a proper diagnosis.
Fascinating - just looked it up on satellite map, and finally found “Sparetime” in Lewiston itself - the map says “PERMANENTLY closed”. Did they decide that in this time to shut the whole business down?
This is the first time I can remember when a mass shooter got away from the scene like this. Usually they are killed/caught on or near the scene or off themselves when they are done.
He’s white, I probably wouldn’t have thought anything. Maybe if someone comes into a public place with a long gun we should shoot on sight.

Governor Janet Mills (D-ME), twice tells us she has spoken with Brandon. Has been on phone with Heels Up and Mayorkas too. No talking about the darkness of gun violence. Her voice is very hoarse, as though she has been yelling, or drank a lot of whiskey, or both.
