My take, and my opinion is no better or worse than anyone else’s, I can imagine some in Israel wanted the attack for political attention-seeking purposes, but the number of people who would have needed to have turn a blind eye says no way that could have happened. This has to simply be a case of liberal gross incompetence where everyone knew something was up but thought someone else had the responsibility to do something about it.
You may be underestimating the level of sedition and insubordination of senior military and intelligence people. They have been obsessed with removing Netanyahu, and now it’s easy to see that there were derelict in their military and intelligence duties.
I don't see them as evil or Machiavellian enough to do this. This isn't Russia.

I think Bibi and everyone in the Mossad and the IDF were overconfident and complacent. Hamas got help from Iran and their tactics have evolved.
