My guess? He was more concerned about his political survival in Israel so he was underestimating the capabilites of Hamas. Bibi will lose the next election no matter what happened in Gaza. FWIW, there's a good chance any other Israeli President would have made the same mistake that Bibi did

The Palis hit a “peace” festival where everyone was live streaming the music and the skimpy costumes on the girls. There was no way for the media to hide what has happened, the content went out live. And the Palis thought they would get support from the Arab world if they acted especially egregious.
The Israelis haven’t had anything really serious happen for a while, the Palis were acting especially civilized to lower their guard. And it was a religious day for many Israelis, Sechem Torah. So they waited till most observant Jews and families were celebrating together.
