Not just in the big "cities" or "minority communities" - it's all over, everywhere. The hoods of all stripes are figuring out how they can control an incident and resulting narrative, where any call no matter how mundane or minor can have non-cooperative, non-compliant people that can escalate into a use of force situation. Not necessarily ignoring calls, but certainly not being proactive - not taking initiative on checking out suspicious persons or vehicles, not patrolling, not doing traffic stops, not getting involved on their own unless it's something particularly brazen. It's not worth it to them to seek out a situation that could end their career if not their freedom. Mostly waiting for a call to go to and hoping it's not a wild one.

That suggests those who are after the veggies are honorable, but those looking for cash need a welded-down solution.
