It would still leave a four-month hole in the House if she's appointed by Newsom now.
It's hard to tell if the power of incumbency would be enough to push her over the finish line in 2024, but it's a good tailwind to have.
I guess that's Newsom's quandry, how much of a loss of one seat in the House for an entire quarter is it to appoint Lee now? My hunch is, not much.

Newsom said he will not nominate anyone who is running for the seat, because he doesn’t want to interfere with the voter’s choice, which is one of the more sensible things he’s said.
It's wouldn't be the first time that Newsom did something other than what he's publicly said.

I agree he could, but I’m not sure what advantage that would give him. I don’t know that he is particularly close to Barbara Lee, Adam Schiff, or Katie Porter, the three frontrunners.

He will appoint who ever the Democrat machine says to appoint. Remember that governor from Illinois who thought he could sell the seat and bypass the party, it did not end well for him.
Newsome solved his problem by appointing a Black woman from Maryland and deleting her home state from her bio.
Butler currently lives in Maryland, according to her Emily’s List biography. Izzy Gardon, a spokesman for Newsom, said Butler owns a home in California. She is expected to reregister to vote in California before being sworn in. That could happen as early as Tuesday evening when the Senate returns to session.
