That’s a debatable argument, and one that should be heard. However, if must be absolute: NO money at all going overseas. Because if you pick and choose, it defeats your argument.
But the fact remains that your scenario can only exist in a Pollyanna world; in the real world it is unrealistic.

I’m not buying it: Russia starved millions of Ukrainians to death in the ‘30s and then moved ethnic Russians in to take their place. When the Soviet Union crapped out, Ukraine was finally done with the Russians and finally got independence back.
Then ethnic Russians in Ukraine rebelled, with full overt support of the Russians. That war kept getting larger and the Russian support became even more obvious when that Dutch airliner was shot down by a Russian antiaircraft missile system.
Then the Russians got bolder and tried to put a Russian puppet government in place in Kiev - and when the Ukrainian people wouldn’t put up with it and the Spetznaz snipers killing the unarmed civilian demonstrators, and put their own government in, the Russians seized Crimea and soon after, attacked Ukraine in a full combined arms attack.
The Russians have always been barbarians. They are not the good guys.
Putin is not trying to take our guns, Putin is not spying on American Citizens. Putin has not tried to destroy America. The Left is doing all that. OUR ENEMY IS HERE!

You can’t be serious. There are Russian spies and operatives throughout the US; and, of course, outside the US. If a US citizen is doing something that is of interest to Russia, Russia will be trying to spy on him or her. We do the same thing in countries the world over. Pretty much ALL countries do that: They’d be negligent not to.

Russia has been trying to do that since at least 1918 (and it has been pretty effective at it, as well: Russian assets and camp followers and fellow travelers have over the years infiltrated virtually every American institution, with the most effective one being the American education system.

Then why do you run around this forum telling everyone Russia is going to take over all of Europe?
You can’t have it both ways. If you would stop lying and making a fool out of yourself you might save an ounce of credibility.
Either Russia is weak and can’t beat Ukraine, or Ukraine is very weak and Russia is holding back from delivering a final can of whoop ass on Ukraine and then moving on to all of Europe.
