The House absolutely has the authority to lock up anyone who defies their subpoenas. They can also compel testimony. "We don't give a rat's ass what your 'policy' is, concerning 'ongoing investigations'. You will testify or rot in our basement"
Of course, the republicans in the house will do no such thing, because there isn't a complete spinal cord you could scrape together from the lot of them.
