I concede your point. however, i mentioned arson for two reasons—
first, the general financial circumstances seem to favor it (as has been previously acknowledged by everyone to the extent that making unsolicited RE offers has been outlawed); and
second, the county lawsuit seems to invite HECO to respond to county accusations by listing all conceivable possibilities, and arson is a conceivable possibility.
the longer that maui drags out the rescue, epa, and investigation efforts, the more suspicious they make themselves look. imho.
I believe that the fires were mostly arson.

The dragging out, obsfucation and premature lawsuit is indicative of government incompetence. They can’t even run a CYA operation right.
they announce that there will be a comprehensive investigation (which will take a long time), and then before the investigation is finished and published, they file a lawsuit. that would involve three stages, an investigation by fire experts, an executive review by county officials to determine among other things whether or not to file a lawsuit, and writing and filing the lawsuit by county attorneys. so where is the investigation? (answer: still not published.)
For a lawsuit, iimho HECO was at the wrong place at the wrong time. The county had probably 2 years to file for civil damages. They could have waited until at least the end of the fire season in order to minimize damaging whatever goodwill remained between HECO and the county, but they chose instead to file immediately, and before an investigation was completed. Why the rush? Why is the investigation still not completed/released? Could it be that a complete investigation would necessarily include investigating county (including mayor’s office) response and the emergency management agency response? and publishing such details would make the county and agency look bad? From my limited reading, Hawaii government officials seems to descend into fingerpointing at the drop of a hat. Why so quick to fingerpoint now, given past history that it is so unproductive? Hawaii seems to have a systematic problem with governance, and the lawsuit might be exhibit #1 that the problem persists today.
I do not know about the fire department. Apparently the fire was 100% contained. Then they left the fire unattended. Did they use triage to help them contain the upcountry fire? (at least that would make some sense imho.)

If it was “100% extinguished” and the power was switched off, then what started the afternoon fire??
To me, the county seems to be daring HECO to claim arson formally in court. Furthermore if they are making such a dare, there must be some kind of advantage to forcing HECO to do so. What would that be? To me, it seems like a diversion towards trying to answer a possibly intangible question, which shifts public interest away from more critical questions of preparedness and immediate response towards chasing what could be labeled as “conspiracy theories” (a refuge of scoundrels since the jfk assassination).
Oh, I don’t doubt you, but I do doubt the ‘official’ numbers at this point.
I am not claiming that HECO is not liable, but... if it turns out that HECO is in fact not liable, then asking HECO to come up with potential excuses is asking HECO to perform a comprehensive investigation, something I doubt would be possible for HECO to do even if it wanted to. A comprehensive investigation would logically be the county, state and/or federal responsibility. (Perhaps the county ran into a legal brickwall from HECO during investigation, but so far I have not read any reports that the county claimed that.)
Accusing HECO of liability would seem to have the effect of HECO lawyering up in contrast to cooperating with an investigation. IMHO delay almost always favors deep pocket (real estate investors, insurance company, etc.) interests at the expense of individual and small business interests. Delay in investigation results in an obfuscated, incomplete investigation. Is that the real agenda at the county level?
I looked up the statute of limitations for liability in Hawaii, which is two years (H.R.S. § 657-7).
I am not a lawyer, so perhaps there are alternative explanations for the haste in filing a lawsuit, and I am just not aware of them.

Yes, of course relieved IF the numbers are accurate, which is what remains to be seen and about which I remain rather skeptical.
This begs the question, was the first fire truly out, or did embers reignite after the fire team left?

This was no typical brush/wind fire situation. It was some sort of direct energy weapon incineration. There is one situation where two cars were incinerated in a lot and none of the houses around the outside of the lot burned. There are many other anomalies. Study the Brighteon videos - you will become a believer. This was mass murder.
